Il nobile braidese ebbe una lunga carriera militare e fu un acclamato patriota e statista. Dopo aver militato in gioventù prima nell'esercito francese (1809), poi (1814) in quello sardo, fu coinvolto nei moti rivoluzionari del 1821, nei quali ebbe una parte importante ma dagli esiti tragici che gli costarono la condanna a morte in contumacia (vicino a Santorre di Santarosa, il Moffa di Lisio aveva firmato il noto proclama di Carmagnola che invitava i soldati ad agire per sottrarre il Re all'influenza austriaca). Fuggito in Svizzera fu graziato solo dopo il 1833 e si riabilitò combattento per l'esercito sardo in Tunisia prima di dedicarsi a una lunga e proficua carriera politica. ROSI, III, 607.
