The purpose of the analysis was to identify critical issues on gender, which would help to inform development organizations including Oxfam and would be helpful to devise program strategies. The methodology used was to review existing information and literature as well as carry out interviews with a large number of women and men from different walks of life, from rural and urban areas, representing different needs and interests, as well as those working at different levels from grassroots to policy and national level. We are grateful to Ms. Marta Colburn for preparing the document, which has been subsequently updated by her for the current publication. The analysis is based on the author's interpretation. This book synthesizes a tremendous amount of research from a wide range of perspectives, sectors and disciplines. It is designed to stimulate discussion and broaden understanding of gender issues among a wide range of development actors. Since this study on the dynamic of development and democratization in Yemen was completed in January 2001 a number of events have transpired that relate to the dynamic between democratization and development and which bear mentioning. In February a national referendum was held. Citizens approved several amendments to the Constitution, including amendments that would extend the terms of Members of Parliament from 4 to 6 years and the President from 5 to 7 years, allow the President to dissolve Parliament without a referendum in rare instances, and abolish the President's ability to issue decrees while Parliament was in recess. Another approved amendment transformed the 59-member Consultative Council, an advisory board to the President, into a Ill-member Shura Council. The new Council, like the old, advises the President on a range of issues and consists of presidentially appointed members chaired by a former prime minister.
