A speech about the Mexican-American War that was originally delivered before the United States House of Representatives on March 21, 1848 by Robert Milligan McLane (1815-1898), an American politician and diplomat. McLane served as a U.S. Representative from Maryland from 1847-1851 and 1879-1883, the 39th Governor of Maryland from 1884-1885, and the U.S. Minister to the Qing Empire (1854), Mexico (1859-1860), and France (1885-1889). He was a Democrat. In this speech, McLane counters the motion made by Thomas Clingman, a Democratic Congressman from North Carolina, requesting extra copies of correspondence between Winfield Scott and the U.S. War Department and Clingman's and a Tennessee Congressman's apparent criticisms aimed toward President James K. Polk, the War Department, and Generals Scott and Zachary Taylor in their handling of the Battle of Monterrey. This battle was a victory for the U.S., but both U.S. and Mexican forces suffered heavy casualties. Few, if any, correspondence between the generals, war department, and other U.S. officials are reprinted herein, but McLane paraphrases his interpretation of the events in question. Among the many points he argues in favor of the Polk's handling of that battle is that Taylor had received the exact number of troops he had requested. Clingman had apparently claimed that the correspondence between Scott and the War Department was "garbled" for duplicitous reasons, but McLane argues that all military correspondence examined supports justification of the actions taken by Polk, the War Department, Taylor, and Scott. Ultimately, McLane defends Polk, the War Department, and the two generals and U.S. involvement in the war.

In this speech, McLane begins by discussing the spending bill in question but quickly changes the subject to address past statements made by Richard W. Thompson, a Whig Congressman from Indiana. McLane specifically counters Thompson's statements that apparently placed blame on General Zachary Taylor and President James K. Polk for the start of the Mexican-American War. McLane instead advocates for the war and both Taylor and Polk. McLane argues that Taylor was initially ordered to march troops to the area between the Nueces and Rio Grande, thus not infringing upon any Mexican territory. He also argues that while the "ultimate destination" of Taylor was the Rio Grande, the Rio Grande had already been established as the western boundary of Texas. In much of his speech, McLane references past correspondence between the War Department and U.S. officials as a way to vindicate Taylor and Polk and justify U.S. involvement in the war. He claims that Thompson has misinterpreted several pieces of said correspondence.
