Fine. - An original 8-1/2 inch high by 12-1/2 inch wide broadsheet folded into an 8-1/2 inch high by 3-1/4 inch wide flyer printed on light green stock. The flyer is made up of 5 panels consisting of 2 narrower illustrated panels making up the front & back and 3 larger panels, one on the front listing "Accident Statistics Involving Bicycles" with a chart and two on the verso listing "Safety Hints" and "Rules for Safe Bicycling", each illustrated with a vignette. The cover panels extol "Safe Bicycling; Don't Ride At Night Without A Light" and "A Message From Caroll E. Mealey, Commissioner of Motor Vehicles". Near fine. Caroll E. Mealey served as Commissioner of Motor Vehicles from 1938 to 1942 and subsequently as head of the Alcohol Tax Unit of the Internal Revenue Service. Ironically, as the former head of the Alcohol Tax Unit of the IRS, he was charged in 1954 with 4 counts of tax evasion.
