Monteiro de Barbuda era um admirador do Marquês de Pombal e defensor das suas políticas e a publicação destes documentos, acompanhados de extensos anexos, têm um intuído apologético da administração ultramarina do Marquês de Pombal. Neste período, em Goa, foram extintos o Tribunal da Relação e o Tribunal da Inquisição. Monteiro Barbuda, além de publicar o conjunto de 12 instruções reais para as autoridades (para as civis 6 instruções e para as religiosas outras 6), apresenta a obra numa introdução e na terceira paginação acrescentou um catálogo das Leis e Ordens Reais, 47 extensas notas explicativas e um apêndice final com a descrição das três principais comarcas de Goa. As instruções do Rei D. José I foram redigidas pelo Marquês de Pombal e destinavam-se a estabelecer como o Governador da Índia, D. José Pedro da Câmara (Lisboa, 1721 - 1779), deveria reformar a administração civil e militar e governar o território, assim como a forma do Arcebispo exercer o seu múnus, que durou de 1773 a 1783. O Arcebispo era Frei Francisco da Assunção e Brito, OSA, (Vila Rica, Brasil, 1726 - Lisboa, 1808) que estudou em Portugal, ordenado presbítero, em 12 de Julho de 1750. Desempenhou as funções de reitor do Colégio de Santo André, onde foi professor de retórica. Em 3 de Outubro de 1773 foi sagrado bispo, para a diocese de Olinda, mas, por vagar a Arquidiocese de Goa, foi nomeado para ela, em 20 de Dezembro do mesmo ano.
