Humphrey's own words the fiscal progress he made in four and a half years of the Eisenhower Administration--immediate and continuous reduction of fovernment expense, cutting the first annual impending deficit in half, a tax reduction which was the largest historically at its time, and two balancings of the Federal Budget in his third and fourth years.
