Miller operated a photo studio in Nebraska and Iowa. Miller moved to Helena, Montana in 1896, where he served as a civil service clerk for the Bureau of Indian Affairs on the Apsáalooke (Crow/Absaroke) Reservation. Shortly thereafter, he became the land clerk for the Crow Agency. At that time, Miller lived among the Apsáalooke people, photographed them, learned to speak the language, and was officially adopted into the nation in 1905.
