Il place ainsi l'esclavage au centre de tout le système du commerce colonial et décrit avec détail les règles commerciales qui définissent la traite elle-même. Comme il l'affirme, le sort de ces Isles (de l'Amérique) et de son commerce, dépend absolument de la traite des Noirs (p. 75) et d'insister sur le cas des Antilles, plus particulièrement de la Martinique. L'étude de Saint-Domingue lui nécessite un chapitre, de même que Cayenne et la Louisiane.
