Operations Research and Decision Theory are often consi dered to be identical with optimizationo But also in other areas such as engineering design, regional policy, logistics and many… others, the search for optimal solutions is one of the prime goals. The methods and models which have been used over the last decades in these areas have primarily been 'hard' or 'crisp', i. e. the solutions were considered to be either fea sible or unfeasible, either above a certain aspiration level or below. This dichotomous structure of methods very often forced the modeller to approximate real problem situations of the more-or-less type by yes-or-no-type models, the solutions of which might turn out not to be the solutions to the real prob lems. This is particularly true if the problem under considera tion includes vaguely defined relationships, human evaluations, uncertainty due to inconsistent or incomplete evidence, if na tural language has to be modelled or if state variables can only be described approximately. Until recently, everything which was not known with cer tainty, i. e. which was not known to be either true or false or which was not known to either happen with certainty or to be impossible to occur, was modelled by means of probabilitieso This holds in particular for uncertainties concerning the oc currence of events.

Besonders für erstere, die als externerDienstleister für andere Unternehmen tätig sind, ist die Qualität des angebotenen Service ein zentraler und überlebenswichtiger Faktor.Diese Diplomarbeit befasst sich mit den verschiedenen Aspekten der Qualitätsbewertung der Dienstleistung, die in einem Call Center durch ein Telemarketingunternehmen angeboten wird, wobei der Focus auf aktive Telemarketingtätigkeit im Business-to-Business (B2B) Bereich liegt. Die Arbeit soll einen Einblick geben in den umfangreichen Aufgabenbereich des Telemarketing, verschiedene Gesichtspunkte bezüglich der Bedeutung sowie Bewertung durch Wahrnehmung und Beurteilung von Qualität untersuchen und die gewonnenen Erkenntnisse auf ein reales Telemarketingunternehmen anwenden und auf ihre Relevanz prüfen.Im ersten Teil der Diplomarbeit soll der Begriff des Telemarketings näher erläutert sowie auf die Entwicklung am europäischen Markt eingegangen werden. Die Auseinandersetzung mit diesem Thema basiert hauptsächlich auf Internetrecherchen und dem Bericht des EUUntersuchungsausschusses zu Echelon von 2001. Auslöser für die Einsetzung letztgenannten Ausschusses und einer öffentlichen Diskussion in Europa waren die STOA1-Berichte 1997 und 1999. Der Verfasser der ersten Studie behauptete, die NSA2 würde routinemäßig sämtliche Kommunikation über E-Mail, Telefon und Fax innerhalb Europas abhören.3 In den Mittelpunkt der Aufmerksamkeit rückte die Aussage des britischen Journalisten Duncan Campbell im zweiten STOA-Bericht, Echelon werde heutzutage für Wirtschaftsspionage verwendet.4 Dass Nachrichtendienste Kommunikation jeglicher Art abhören, um die Staatssicherheit zu gewährleisten, ist öffentlich bekannt.5 Das Besondere des Echelon- Systems jedoch sind die ihm laut Bericht des EU-Ausschusses zugeschriebenen Eigenschaften. Da wäre zum einen die Fähigkeit zur totalen Überwachung von Kommunikation, vor allem durch Satellitenempfangsstationen und Spionagesatelliten. Zum anderen wird angeführt, dass das System durch anteiliges Zusammenwirken mehrerer Staaten weltweit betrieben werden könne. Durch die Zusammenarbeit der Geheimdienste der sogenannten UKUSA-Staaten6 (v.a. Großbritannien und den USA) ist es letzteren möglich, sich gegenseitig die Erlaubnis für die Errichtung von Satellitenempfangsstationen auf ihrem Territorium zu erteilen, was für eine weltweite Überwachung der Satellitenkommunikation zwingend notwendig ist.7 Die Brisanz eines solchen globalen Abhörsystems liegt nicht in der extremen Überwachung, sondern besonders darin, dass es im rechtsfreien Raum agiert. Die Überwachung internationaler Kommunikation zielt logischerweise meist nicht auf die Bewohner des eigenen Landes, so dass das überwachte Individuum ohne innerstaatlichen Rechtsschutz einem solchen System komplett ausgeliefert wäre. Auch Wirtschaftsspionage käme theoretisch in Frage.
