Jack Lewis Snyder (born February 6, 1951) is an American political scientist who is the Robert and Renée Belfer Professor of International Relat…ions at Columbia University, specializing in theories of international relations. Snyder's research centers around the relationship between violence and government. He is known for introducing the distinction between offensive and defensive realism into the international relations literature in his 1991 book Myths of Empire. It was in his Myths of Empire that Snyder first drew a distinction between offensive and defensive realism. Much of Snyder's work presents challenges to the fundamental assumption of democratic peace theory: that democracies do not go to war with each other and that, therefore, democratization leads to a reduction in interstate conflict. In From Voting to Violence he argues that, rather than encourage peace, poorly managed democratization processes have often produced upsurges in nationalism and ethnic violence, as threatened political elites seek to thwart moves towards popular rule. He cites as examples Weimar Germany and the internationally sponsored 1993 presidential elections in Burundi (which led to the outbreak of a civil war later that year). Snyder was Director of Columbia's Institute of War and Peace Studies from 1994 to 1997 and chair of Columbia's political science department from 1997 to 2000. A trenchant analysis of the attempts to mediate the transition from oppression to freedom, and a warning of the potentially disastrous challenges that face burgeoning democracies. With the collapse of the Berlin Wall in 1989, many proclaimed the triumph of liberal democracy as they watched democratization sweep through formerly authoritarian countries in Latin America, Eastern Europe, and East Asia. Yet the 1990s turned out to be a decade marked by chronic nationalist conflict, and the sense of democratic triumph turned to frustration. In From Voting to Violence, Jack Snyder shows how democratization can actually exacerbate nationalist fervor and ethnic conflict if the conditions permitting a successful transition are not in place. Arguing that international organizations can cause conflict rather than averting it in their rush to establish democratic governments and punish outgoing leaders, he prescribes policies that will make transitions less dangerous and allow fledgling democracies to flourish. In the light of such tragic examples as Weimar Germany and contemporary Bosnia--each drawn into a spiral of ethnic hatred and civil war by political leaders manipulating nationalist sentiments--From Voting to Violence questions the sometimes rash optimism of liberal democracy that would rush to democracy at the cost of freedom. Derived from a Kirkus review: A scholarly thesis about the perils and difficulties involved in the transition from tyranny to participatory government. Snyder finds a correlation between a collapsing central authority (followed by a quickly emerging but immature democratization process) and the newly aroused ethnic conflicts that have sprung up in recent years. He suggests policies that would make such transitions safer, mainly by not rushing democratic political structures into place before the logical stages of progress have been achieved. Snyder also argues that a controlled media in the early phases of democratization may create national mythmaking, and that this may deter the development of democratic institutions (as was the case in Germany before WWI and WWII). He bases his theories upon the historical experiences of Germany, revolutionary France, Serbia, India, postcolonial Africa, and other nations with weak or nonexistent traditions of democratic government. Some of these nations' democratic traditions were too weak to offset the powerful forces of ethnic nationalism that brought violent conflicts against real or perceived enemies (as in Bosnia, Kosovo, etc.). The refusal of discredited ruling parties to accept electoral defeat, combined with immoderate appeals to the old ethnic groups that were once held in check by a strong central government, will inevitably present a real and profound danger to peoples not used to democracy. Snyder argues, civic identity and civic nationalization divided people the least after the fall of communism (as in Poland, the Czech Republic, Hungary, etc.). He believes that the preconditions of democracy must be in place in order for it to develop sanelyand in order to avoid the ethnic nationalism of hate and civil war that can be driven by some political leaders. Snyder presents logical theories supported by historical studies that question the undue optimism of a rush to an immature liberal democracy at the tragic cost of bloody strife and loss of freedom.
