Dans cet opuscule, il appuie l'idée qu'il faut compléter les troupes de ligne régulières par 100 000 hommes d'armée auxiliaire.À LA SUITE 7 pièces sur les problèmes liés au recrutement des armées, spécialement en rapport avec l'aspect démographique : I. [CERFVOL :] Mémoire sur la population, dans lequel on indique le moyen de la rétablir, & de se procurer un corps militaire toujours subsistant & peuplant. Il s'agit d'un plaidoyer pré-malthusien en faveur de la "repopulation" de la France, fondé au demeurant sur un sentiment que nous savons aujourd'hui dépourvu de fondement (le milieu du XVIIIe siècle voit le début d'un accroissement considérable de la population régnicole). On a du reste quasiment aucun renseignement sur la vie de Cerfvol, jurisconsulte de la seconde moitié du XVIIIe siècle que Spengler a classé parmi les "repopulationnistes". Le point de départ de sa doctrine est, en effet, la profonde dépopulation qu'il attribue à la France. Il se livre pour cela à un curieux calcul qui mérite attention, parce qu'on y trouve la première ébauche de ce que nous appelons aujourd'hui le taux net de reproduction. Cerfvol attribue les causes de cette dépopulation au célibat, et à sa suite le libertinage, l'indissolubilité du mariage et la stérilité de nombreux couples mariés etc. ; parmi les remèdes, il se prononce pour l'établissement du divorce (dont la finalité est donc, selon lui, l'accroissement de la fécondité), le mariage des soldats (il leur était interdit durant leur temps de service), l'accueil des soldats étrangers qui en se mariant deviennent français etc. INED, 1017. First edition of one of the major demography monographs of 18th-century France. Des Pommelles' principal work, the Tableau de la population de toutes les provinces de France appeared in the same year as his Observations sur le recrutement et l'emplacement de l'armée active par cantons ou par départements. Its in-depth analysis o…f population figures, meticulously gathered and studied with a method which the author describes as "algebraic", had been prompted by the need to foresee the potential number of army recruits nationwide. Des Pommelles' interest was in calculating the numbers available to serve in the Milices, military forces for the defence of France. This led him to attempt an assessment of the total population of the country. He compares his own results with those of Necker, Moheau, and d'Expilly. A lengthy commentary on the table gives his methods of calculation, and details of the various factors which influence the level of population. Goldsmiths' 13816; INED 1396; McCulloch, p. 264. Quarto (261 x 210 mm). With a large folding table. Entirely uncut, stab-stitched in a sheet of blank paper, preserved in a custom chemise and slipcase.
