The author looks to conditions in the Channel Islands, 'which is blessed with a happy and contented p…opulation', as a model for how political and social strife might be remedied in Ireland, 'a state of great destitution and suffering'. Charles Le Quesne, 1811-1856, was 'an active and liberal member of the states of Jersey' and 'a staunch supporter of useful and progressive reform'. He was elected a Jurat of the Royal Court of Jersey, and was an officer in the Island artillery.
