BROUSELEAH ESTELLE BROUSE The above photographs are those of WILLIAM A. BROUSE and his wife, LEAH ESTELLE BROUSE. William A. Brouse is under indictment at Boston for using the mails in a confidence scheme by which he obtained a large sum of money. Brouse travels extensively, using Pullman car accommodations, drawing rooms when accompanied by his wife and twin boys, WILLIAM and HARRY, 10 years of age. He stops at the better class hotels or leases a furnished apartment or single house. He may join exclusive clubs and seek employment with a gas company. His twin children may be residing with their parents, attending public school, or may have been placed in a private school. Brouse gives the impression by his talk that he is associated with most of the big financial men in the United States, is well informed in financial matters and pretends to be able to finance and handle large deals, such as consolidations, business reorganizations, etc. Postmasters receiving this circular are requested to give this matter their very careful attention; canvassing all carriers and clerks with this circular, and ascertain if any of the Brouse family reside within the delivery of their respective offices, including stations, branches, or on rural [poster's bottom folded and pasted onto verso:] routes. Also ascertain if the twin children, William and Harry, are attending any private or public school, including parochial or convent schools, having registered since November, 1929, under the name of Brouse, or any other name. Locate the wife or children and Brouse will be found. If Brouse or any member of his family is located notify me by telegraph, GOVERNMENT RATE COLLECT. On January 24, 1933, 2 Boston postal inspectors arrested Brouse at an apt hotel in downtown San Antonio, TX, under a federal indictment charging him with defrauding a retired Boston businessman out of c. $36,000 by posing as a financier and pitching a fake stock merger pool involving the United Fruit Company and Standard Fruit Company. Investigators uncovered that his frauds involved fake operations of Mississippi cotton plantations, Louisiana muskrat farms, and fictitious Mexican lead mines. His federal trial for using the mail system to defraud began in Boston on April 4, 1933. Prior to 1925 he had served a 4-year federal prison sentence in Leavenworth, Kansas, for other crimes. He had convictions in Florida (1927) for obtaining money under false pretenses, and arrests and warrants for grand larceny, forgery, and vehicle theft in NY, FL, MA. Earlier he was a private in the United States Marine Corps. Colorado or an apartment district in San Antonio, the inspector instantly knew what geographic area the fugitive was hiding in. Unlike local police or the early FBI, the Post Office Department had eyes on every single address in the USA (illustrator).
