"1765 erhielt er einen Ruf an die Universität Freiburg (Breisgau): zunächst für Römisches Recht und Strafrecht, 1767 für Natur- und Völkerrecht, 1769 für Kirchenrecht (1773 1775 Rektor). Im selben Jahr erfolgte seine Ernennung zum vorderösterreichischen Regierungs- und…Kammerrat; zugleich war er Direktor des Gymnasiums und der Universitätskanzlei. Als k. k. Studienreferent für Vorderösterreich verwaltete er u. a. die der Universität zugeführten Liegenschaften und Einkünfte des 1773 aufgehobenen Jesuitenordens. Riegger lehrte bereits damals in deutscher Sprache und veröffentlichte deutsche Lehrbücher zum Staats- und Völker-, Straf- und Kirchenrecht, womit er den erst 1784 dekretierten Wechsel der Unterrichtssprache maßgeblich einleitete. Der Literaturkenner, Schriftsteller und Übersetzer Riegger gilt als Hauptpfeiler der theresianisch-josephinischen Reformen an der Universität Freiburg und als Pionier in der Erforschung des oberrheinischen Humanismus. Für die Universitätsgeschichte sind Rieggers Editionen, u. a. das bis heute einzige Urkundenbuch der Universität Freiburg und seine Sammlung der Briefe von Ulrich Zasius, sowie seine Darstellungen zum Leben und zu den Werken von Freiburger Gelehrten, hervorzuheben" (NDB XXI, 582 f). - Beigebunden: Benczur, Joseph: Commentatio iuridica critica, de hereditario iure serenissimae domus Austriae in apostolicum regnum Hungariae. "Riegger blieb in Wien, wo er sich an die Spitze jener jungen Oesterreicher stellte, welche damals in Wien eine deutsche Gesellschaft gründeten, zu welcher Sonnenfels das Ankündigungsprogramm schrieb. Riegger war der Stifter dieser Gesellschaft und im Hause seines Vaters wurde sie eröffnet. Auch wurde er damals Freimaurer und trat als solcher in den Kreis helldenkender ausgezeichneter Männer, aus denen die Wiener Loge bekanntlich bestand" (BLKÖ). - Von 1765 lehrte Riegger als Jurist an der Universität Freiburg im Breisgau (von 1773 bis 1774 als Rektor der Hochschule), 1778 wechselte er nach Prag, wo er mit dem Titel eines königlich böhmischen Gubernialrats bedacht wurde.
