Nicolas Roerich (1874-1947) was a Russian artist, author, and archaeologist. He and his wife became deeply engaged in Theosophy and Asian mysticism. In 1925 he set off for inner Asia to "act as an embassy of Western Buddhism to Tibet," but he also played a small part in the Great Game between the British and Russian empires in scouting the region. Ryabinin accompanied Roerich as a party doctor. His diary from the trip was discovered in 1992 and this is its first publication. "The diaries contain a lot of unique information of a geographical nature, about the flora and fauna of this high-mountain region, about the beliefs, customs and superstitions of the Tibetans and other peoples.".

General examination of the public policy and its evolution in international practice and theory and in Russia precedes discussion of the main topic and shows separation of the procedural public policy within the general concept of the public policy. The procedural public policy is scrutinized through comparison with other procedural grounds established in the New York Convention and discussion of the major legal principles widely recognized as part of the procedural public policy. It is concluded that the procedural public policy has its own unique content and purpose that allow considering it as an independent ground for refusing the enforcement and recognition of foreign arbitral awards.
