But in 1960, noting the prevalence of aging frame houses and "substandard" conditions such as outdoor toilets, voters decided that Vinegar Hill would be redeveloped. Charlottesville's black residents lost a cultural center, largely because they were deprived of a voice in government. Vinegar Hill's displaced residents discuss the loss of homes and businesses and the impact of the project on black life in Charlottesville. Begins, without salutation: I wish you would look to this act, as it appears to require attention. Lord Liverpool is to converse with you on the subject, & with the assistance of Mr Mardell, you may perhaps draw an additional act, which may set all right; at present the act appears very insufficient by the enclosed letter. He asks him to return his letter, adding that if Mr Mardell could furnish the answers to the several points, it might be satisfactory to the Counties in Scotland .
