Président du district de Saint-Joseph, puis officier municipal parisien en 1789, il devint à la fin de l'année 1790 juge de paix du faubourg Montmartre, proposant la suppression du droit d'octroi et des barrières, que l'Assemblée constituante vota le 19 février 1791.
