Ist dies überhaupt möglich, und gesetzt, es wäre aufgefunden, dann könnte man jedwede Arbeit nach ihrem kilogrammatischen Werthe bezahlen. Die Konkurrenz, Theuerung etc. könnte bloss Schwankungen im Preis eines Meterkilogramms Arbeit erzeugen.? (p. 3). ? ?Es ist gewiss eine der interessantesten und wichtigsten, wenn auch ziemlich mühsamen Arbeiten auf dem Gebiete der Statistik und Nationalökonomie, den Quellen nachzuforschen, aus denen der Bevölkerung eines Staatsgebietes die Spannkräfte zufliessen, welche sie alltäglich in die lebendige Kraft der physischen wie der intellektuellen Arbeit umsetzt. Diese Spannkräfte, mit andern Worten die Nahrungsmittel, wie sie der Grundfaktor der materiellen Existenz überhaupt sind, beeinflussen in letzter Instanz auch die kleine Politik der Wahlkreise, wie die grosse der Staatsregierungen. [.] Und dass Theuerung und Misswachs die minder begüterte Klasse unzufrieden macht, sie zu Krawallen und bedenklichen Gesetzesüberschreitungen anregt, ist eine ganz gemeine Erfahrung in Staaten jedweder Verfassungsart. Da wir jedem Staatsbürger ein Recht zur Existenz einräumen müssen, so ergibt sich hieraus, dass mit dem blossen Abfassen von Rädelsführern und gewöhnlichen polizeilichen Massregeln jedenfalls dem Uebel nicht rationell, noch weniger human abgeholfen ist, und dass man auf solche Art die ?soziale Frage? in alle Ewigkeit nicht löst. Diese wird vielmehr fortbestehen, zum Ungeheuer anwachsen, das alle Diejenigen verschlingt, die ihm mit so wenig Genie begegnen werden. [.] Bildet die Preisnormierung der Arbeit, vereinigt mit der geistigen Bildungssteigerung, d.h. Hebung, des Arbeiters, jedenfalls den Kardinalpunkt zur Lösung der sozialen Frage, so dürfen doch zwei andere Richtungen nicht ausser Acht gelassen werden: 1. die Poussirung der Urproduktion bis auf die physisch und praktisch höchst mögliche Stufe; 2. die Organisation der Auswanderung.? (etc.; p. 3). ?? ?Bevölkerungswachstum und der Strukturwandel in Landwirtschaft und Industrie brachten in der 1. Hälfte des 19. Jahrhunderts v.a. den ländlichen Gebieten (Waadt, Tessin, Bern usw.) Massenarmut, die in den Hungerkrisen von 1816-17 und 1846-47 gipfelte und ihre Ursache wesentlich in fehlenden Erwerbsmöglichkeiten der ländlichen Unterschichten hatte. In dieser Phase des Pauperismus, in der ca. 10-20% der Bevölkerung von Unterstützung abhängig waren, setzte eine intensive öffentliche Debatte über Ursachen und Bekämpfung der Armut ein, die von Moralismus und Schuldzuweisung an die Betroffenen dominiert war und zu einer repressiven Haltung gegenüber den sog. unwürdigen Armen (Bettelnde, Fahrende, Heimatlose) führte. [.] Mancherorts suchte man die Lösung in der Förderung der Auswanderung. [.] Ein Rückgang der Massenarmut setzte erst nach 1850 ein, als der Eisenbahnbau, das Gewerbe (v.a. Bau) und die Fabrikindustrie neue Erwerbsmöglichkeiten schufen. Steigende Reallöhne, aber auch die Massenauswanderung trugen zur Entspa.
