Il mentionne aussi plusieurs innovations : achat de taureaux reproducteurs et de moutons flandrins, création d'un haras, introduction de cultures nouvelles comme le chanvre et le lin, et même fondation d'un prix d'agriculture pour les paysans. La seconde partie est plus économique : moyens pour encourager propriétaires et fermiers à défricher les terres incultes du royaume (moyens, fiscaux, sociaux, administratifs). Le livre connut un grand succès. L'action de Turbilly eut valeur d'exemple et son rôle ne se limita pas à l'Anjou. Ami et conseiller du ministre Bertin, il inspira la circulaire aux intendants du 22 Août 1760, les invitant à créer des sociétés d'agriculture. Il fut également à l'origine de l'arrêt du conseil du 16 Avril 1761, en faveur des défrichements. Barbier III, 171 ; INED, 4356 ; Kress, 5909. 2° Deuxième édition augmentée. Une planche hors texte. Comme je souhaite que tous ceux qui ont la première (du Mémoire sur les défrichemens) puissent en profiter, sans qu'il leur en coute rien, je les préviens que j'ai fait imprimer ces Observations sur un cahier séparé, avec la nouvelle planche, & que l'on remettra gratis à trois mois chez le libraire autant de ces cahiers que l'on y présentera d'exemplaires de cette première édition, sur lesquels on en fera note. Il s'agit d'un extrait de la première partie du "Mémoire sur les défrichemens" (Paris, Houry, 1760, in-8 de 324 pp.) par le même auteur.Ces différents textes proviennent tous de l…'expérience personnelle de l'auteur : ayant hérité de son père en 1737 un domaine situé dans le Baugeois, d'environ 1000 hectares, dont la plus grande partie était inculte, le marquis de Turbilly (1717-1776) s'employa à l'améliorer par des défrichements et des drainages et en fit une propriété modèle. Ses défrichements des bruyères qui couvraient la plus grande partie de la commune de Villiers, permirent de tracer des chemins, de peupler de troupeaux des terres jusque-là improductives.
