The report was commissioned by Queen Victoria following an investigation prompted after the by-election of June 1880. Evidence was taken by a team of officials led by Wi…lliam Haworth Holl, who painstakingly pieced together the details of bribes, gifts, excessive spending, and other illegal acts. Their investigation found that the Conservative candidate, Crompton Roberts, had turned a blind eye to the tactics of his agents which involved bribery on a hitherto unseen scale. They also found that the Liberal candidate, Sir Julian Goldsmid, was aware of similar tactics employed by his team and tacitly approved of them. The report concluded that electoral corruption had long been rife in Sandwich, and that the widespread nature of bribery at the by-election was a result of excessive spending and influence by both candidates. The report's findings cast a light on the extent of corruption in British elections during the latter part of the 19th century. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format.
