This is a comprehensive report by William P. Dole about various affairs relating to Indigenous Peoples and tribal lands in the United States during the year 1862. William P. Dole (1811-1889) was an American politician who served as Commissioner of Indian Affairs from 1861-1865. He was appointed to this position by President Abraham Lincoln. Dole was a proponent of the allotment system which resulted in the termination of community-based reservations in exchange for the parceling out of individual land plots. This was part of an overarching federal policy to cede its responsibility in protecting Indigenous lands (including reservations). Dole and other U.S. politicians at the time argued that forcing Indigenous people onto individual land plots (and similar tactics such as sending Indigenous children to off-reservation "day schools") would help to "assimilate" them and lead to more "independence." This report addresses a variety of issues relating to Indigenous people across the U.S. Parts of the report address Indigenous communities by region such as the Northern, Central, and Southern Superintendencies (other superintendencies are named also). The following are just a few examples of the various subjects Dole discusses in his report. First, Dole notes the complex and ongoing conflicts involving tribes to the south including the Cherokee, Chickasaw, Choctaw, and Seminole. The federal government had pre-existing conflicts with these tribes before the American Civil War, but Dole writes that the pressure and invasion from the Confederate states has only worsened the problem. The rise of the Confederacy in the South was a factor in the outbreak of the Cherokee Civil War (which Dole references but not directly by name), which mirrored the larger Civil War, in which many slave-holding Cherokee aligned themselves with the Confederates while anti-slavery Cherokee supported the Union. One of the catastrophic culminations of this conflict was the fleeing of what Dole estimates to be about 7,000 Cherokee to Kansas with many dying along the way from brutal weather and a lack of supplies. Dole then vehemently deplores the Minnesota Massacre, in which over 500 white settlers were kidnapped or killed by Dakota men led by Chief Little Crow, which was part of the Dakota War of 1862. This war began when the Dakota were facing increasing land encroachment and dwindling food supplies and Little Crow's faction chose to retaliate against the Lower Sioux Agency and white settlers on the Minnesota River. U.S. forces led by Colonel Henry Hastings Sibley put an end to the conflict when they won several skirmishes and the Dakota eventually surrendered (Little Crow and some of his men fled to the north). In retaliation, the government hanged thirty-eight Dakota men without due process. Of the Northern Superintendency, the Minnesota Massacre is what Dole highlights. Of the Central Superintendency, Dole describes this particular region as having the most tribal diversity. For the South, Dole returns to the Cherokee Civil Wa and Confederate involvement in that conflict. He also discusses California and promotes the policy of reducing reservations and increasing individual land allotments there. Dole does point out that in the Dakota Superintendency, federal relations with this region's tribes is "friendly" except for that with the Sioux (Dakota). Dole also describes increasing tensions between Indigenous people and miners in Colorado and Washington state.…
