The author examines the shifting regulations and debates surrounding road maintenance and the use of wide-rimmed wheels, which were believed to protect road surfaces. The book traces the evolution of police involvement in traffic enforcement, from its origins in the 18th century to the 19th century, when the use of weighing bridges became widespread. The author also discusses the resistance to these measures from commercial interests, particularly stagecoach companies, who argued that stricter enforcement would harm their businesses and increase transportation costs. Ultimately, the book sheds light on the complex relationship between transportation, commerce, and government regulation, and its significance in shaping the development of modern infrastructure.
