A Joint Interagency Working Group (JIWG) under the auspices of the Department of Homeland Security Office of Research and Development conducted a technology assessment of emergency radiological dose assessment capabilities as part of the overall need for rapid emergency medical response in the event of a radiological terrorist event in the United States. The goal of the evaluation is to identify gaps and recommend general research and development needs to better prepare the Country for mitigating the effects of such an event. Given the capabilities and roles for responding to a radiological event extend across many agencies, a consensus of gaps and suggested development plans was a major goal of this evaluation and road-mapping effort. The working group consisted of experts representing the Departments of Homeland Security, Health and Human Services (Centers for Disease Control and the National Institutes of Health), Food and Drug Administration, Department of Defense and the Department of Energy's National Laboratories (see appendix A for participants). The specific goals of this Technology Assessment and Roadmap were to: (1) Describe the general context for deployment of emergency radiation dose assessment tools following terrorist use of a radiological or nuclear device; (2) Assess current and emerging dose assessment technologies; and (3) Put forward a consensus high-level technology roadmap for interagency research and development in this area. This report provides a summary of the consensus of needs, gaps and recommendations for a research program in the area of radiation dosimetry for early response, followed by a summary of the technologies available and on the near-term horizon. We then present a roadmap for a research program to bring present and emerging near-term technologies to bear on the gaps in radiation dose assessment and triage. Finally we present detailed supporting discussion on the nature of the threats we considered, the status of technology today, promising emerging technologies and references for further reading.…

The BLUEOUT program calculates the reverberant environment at a sonar receiver following an underwater nuclear detonation. I requires the following inputs: locations of the detonation and receiver; frequency of interest; ambient noise level of the ocean basin, amount below the ambient level a signal may fall and still be considered significant, number of interaction with the basin boundary to be calculated, and yield of the weapon. Extremely low frequency (ELF) is the ITU designation for electromagnetic radiation (radio waves) with frequencies from 3 to 30 Hz, and corresponding wavelengths of 100,000 to 10,000 kilometers, respectively. In atmospheric science, an alternative definition is usually given, from 3 Hz to 3 kHz. In the related magnetosphere science, the lower frequency electromagnetic oscillations (pulsations occurring below ~3 Hz) are considered to lie in the ULF range, which is thus also defined differently from the ITU radio bands. ELF radio waves are generated by lightning and natural disturbances in Earth's magnetic field, so they are a subject of research by atmospheric scientists. Because of the difficulty of building antennas that can radiate such long waves, ELF frequencies have been used in only a very few human-made communication systems. ELF waves can penetrate seawater, which makes them useful in communication with submarines. The United States, Russia, India, and China are the only countries known to have constructed these ELF communication facilities. The U.S. facilities were used between 1985 and 2004 but are now decommissioned. The ELF Propagation program is intended to provide the user with a semi-quantitative appreciation of the effect of a widespread ("uniform spread debris") nuclear environment on Extremely Low Frequency (ELF) signal strength at a signal strength at a specified receiver location. Inputs include the fission debris yield and the time after burst the date, time and frequency of the transmission, the dipole moment of the transmitter,and the latitude and longitude of the receiver. The transmitter is, additionally, assumed to be located at the U.S. Navy Wisconsin Test Facility, nominally at 40 degrees north latitude and 91 degress west longitude; the receiver can be anywhere. Outputs are the vertical electric field at the receiver under ambient conditions, the vertical electric field at the receiver under nuclear-disturbed conditions, the difference in field strength, and the phase difference in the two signals (in degrees or radians). Optional outputs are the attenuation rate, the phase velocity and the vertical excitation factor as a function of distance from the transmitter. Results may be saved to two output files containing all inputs,outputs, and listing of the ionospheric profiles used during a particular run. NINT was the institution responsible for conducting and analyzing China's nuclear testing program. Since China signed the CTBT, NINT has emerged with the primary responsibility for China's field implementation of the technologies for the International Monitoring System (IMS). An adit is a near-horizontal entrance or tunnel driven into a hillside or mountain for underground operations, featuring only one opening to the surface. Adits offer a cost-effective, safer alternative to vertical shafts. An adit allows workers to walk into a mine (unlike vertical shafts) to reach areas of interest directly. Because they are driven at a slight upward angle, they allow water to drain out naturally, removing the need for pumps. Adits also provide natural airflow for underground operations. Project 816 in Chongqing, China, is a massive decommissioned underground nuclear plant, often cited as the world's largest artificial cave, featuring over 20 kilometers of tunnels and 13 levels. Built in the 1960s to produce atomic bomb fuel, it was designed to withstand nuclear hits, with 18,000 workers creating a facility that is now a tourist attraction. This report evaluates alternative processes that could be used to produce Pu-238 fueled General Purpose Heat Sources (GHPS) for radioisotope thermoelectric generators (RTG). Fabricating GPHSs with the current process had remained essentially unchanged since its development in the 1970s. Thirty years of technological advancements have been made in the fields of chemistry, manufacturing, ceramics, and control systems. At the Department of Energy's request, alternate manufacturing methods were compared to current methods to determine if alternative fabrication processes could reduce the hazards, especially the production of respirable fines, while producing an equivalent GPHS product, An expert committed performed the evaluation with input from four national laboratories experienced in Pu-238 handling. The objectives of the evaluation were: to minimize the potential for airborne radioactive contamination release during fabrication; to reduce personnel radiation exposure during fabrication; and to reduce cracking of the unclad pellets while satisfying impact tests and operating performance requirements. This evaluation reduced the list of process alternatives to a small number that warranted further testing. The evaluation Executive Summary presented a graphic that depicted a timeline for selecting a final Pu-238 GHPS fabrication process and qualifying the new process for space flight.…
