This extra session of the State's Legislature was apparently called to prepare the State for the Civil War, and much of the contents refer to preparations for arming and supplying the Iowa volunteers which were organizing into regiments. The spine mostly perished and the cover quite toned, but still in the original wraps.

Light toning to the contents. Not a Confederate imprint. Wheeling, Virginia became part of West Virginia in the summer of 1863. Although separated from the State of Virginia prior to it's statehood the United States government officially recognized West Virginia on June 20, 1863.

The Session was called to enact a Statute on the distribution of lands acquired by Georgia pursuant to the Creek Indian Treaty with the United States, and to create a Lottery for that purpose. Another Statute rewards Austin Dabney, "a Freeman of colour," for his bravery during the American Revolution. According to De Renne, this copy has the original edition's title page, but the text apparently consists of the 1908 reprint. DeRenne 376.

Legislation passed by the Reorganized or Restored Government of Virginia, the non-Confederate legislative body of this state divided in sentiment during the Civil War. Much of the legislation relates to the creation of the proposed state of West Virginia. This restored government was recognized by the Union as the official government of all of Virginia, due partly because Confederate forces had been removed from most of the northwestern part of Virginia early on during the Civil War. Some of the applied spine label is chipped off; corners bumped and rubbed; loss of leather and several splits starting at top and bottom of spine; some foxing on inside covers and first few pages; o/w in VG condition. viii, 127, [1 blank] pp. Original period binding. The large folding chart at the front is present and there are several newspaper clippings at the rear from the period. Signed by a Colonel for the 31st Regiment of Tennessee Militia. The foldout chart appears to be blank forms that were never used. Interesting piece. This Confederate Imprint leads with Governor Harris's Message of January 7, 1861, denouncing the North's "systematic, wanton, and long continued agitation of the slavery question," and its "actual and threatened aggressions." Deeply resentful of attempts to exclude slavery from the Western Territories, which were "acquired by the blood and treasure of all the States," he employs his oratory to swing sentiment to the Confederacy. But Tennessee did not secede until June 1861, the last State to leave the Union. West Tennessee heavily favored secession; East Tennessee was equally opposed. It came down to Middle Tennessee, which voted to cast the State's lot with the Confederacy. The Acts include a referendum on calling a Convention "to consider the then existing relations between the government of the United States and the government and people of the State of Tennessee." Resolution Number 14 proposes a convention of the slaveholding States for the purpose of amending the U.S. Constitution to guarantee the protection of slave property in all the Territories, and otherwise to protect the security of slavery. Dickinson of Bedford County, Virginia, Captain in Company A, Second Virginia Cavalry. Dickinson was captured and incarcerated in Federal prisons at Morris Island, Pulaski and Point Lookout. Laid in is a broadside: "Assessor's Notice for Legacy and Succession Taxes" printed up for the "United States Internal Revenue", Assistant Assessor's Office, 5th Division in Virginia by order of Thos. A. Conklin, Assistant Assessor of that Office. There is a pencilled note on the back regarding the death of Col. Wm. Dickinson and the applicability, or not, of the law passed June 30, 1864. Assistant Assessor Conklin directs the recipient to report to his office on, or before the 1st day of Jan., 1867. An interesting artifact from the early days of Reconstruction.~In contemporary calf over marbled boards, with morocco labels. [850] pages, with eight leaves of pink paper inserted and not included in the pagination. The acts are separately paginated. Very Good binding.
