Codes amended at the Session of the General Assembly of Alabama, Held in the City of Montgomery in Janua…ry 1861 include #24, section 1045: Freed Colored Mariners guilty of a misdemeanor for serving on any other vessel than the one to which he belongs, punishable by trial of 100 lashes, master of the vessel to pay all cost and fines; and #25, sections 1,2 &3 pertaining to the punishment of liquor sales to Free Negroes and slaves (Parish & Willingham, 2620). The Assembly was presided over by Governor Andrew B. Moore, House of Representatives Speaker A.B. Meek, and President of the Senate J.D. Rather.
