Condition: Very Good. An original 1861 CIVIL WAR newspaper with long and detailed front and inside-page headline reports announcing that the Union Occupying General in Maryland, Nathaniel Banks, orders the arrest of Baltimore Police Chief Marshall George Proctor Kane and has him imprisoned at Fort McHenry due to his Southern sympathies. The front page features a proclamation from Banks, with his signature in block type at the bottom to the people of Baltimore explaining his decision to arrest Kane as well as other sympathizers, without Habeas Corpus, Right underneath Banks' Proclamation is a letter of protest from the Baltimore Police Board of Commissioners effectively disbanding the Baltimore Police Department. The front page contains a full 1.5 columns of coverage while a related report inside features additional coverage of the siutation in Maryland. "During the American Civil War (1861-1865), Maryland, a slave state, was one of the border states, straddling the South and North. Despite some popular support for the cause of the Confederate States of America, Maryland did not secede during the Civil War. Governor Thomas H. Hicks, despite his early sympathies for the South, helped prevent the state from seceding. "Because the state bordered the District of Columbia and the opposing factions within the state strongly desired to sway public opinion towards their respective causes, Maryland played an important role in the war. The Presidency of Abraham Lincoln (1861-1865) suspended the constitutional right of habeas corpus from Washington to Philadelphia. Lincoln ignored the ruling of Chief Justice Roger B. Taney in "Ex parte Merryman" decision in 1861 concerning freeing John Merryman, a prominent Southern sympathizer arrested by the military. "The first fatalities of the war happened during the Baltimore Civil War Riots of Thursday/Friday, April 18-19, 1861. The single bloodiest day of combat in American military history occurred during the first major Confederate invasion of the North in the Maryland Campaign, just north above the Potomac River near Sharpsburg in Washington County, at the Battle of Antietam on September 17, 1862. The battle of Antietam, though tactically a draw, was strategically enough of a Union victory to give Lincoln the opportunity to issue, in September 1862, the Emancipation Proclamation. It did not affect Maryland. In July 1864 the Battle of Monocacy was fought near Frederick, Maryland as part of the Valley Campaigns of 1864. Monocacy was a tactical victory for the Confederate States Army but a strategic defeat, as the one-day delay inflicted on the attacking Confederates cost rebel General Jubal Early his chance to capture the Union capital of Washington, D.C. "Across the state, some 50,000 citizens signed up for the military, with most joining the United States Army. Approximately a tenth as many enlisted to "go South" and fight for the Confederacy. Abolition of slavery in Maryland came before the end of the war, with a new third constitution voted approval in 1864 by a small majority of Radical Republican Unionists then controlling the nominally Democratic state." - wiki #1S-012.

The Alien Office was created as a department of the Home Office to implement the Aliens Act 1793, which attempted to control the influx of foreign visitors and refugees caused by the turmoil in France. It ceased to exist following the Registration of Aliens Act 1836. created to control the influx of French refugees and suspected revolutionaries. The present document is 1p, 4to. In good condition, lightly aged. Folded twice with wafer on reverse. Written out by a clerk, and signed by Birnie and Mette. Reads: 'Middlesex towit / Eckhartt [sic] Martin Mette of No. 14 Vale Place Hammersmith in the County of Middlesex Tailor maketh oath and saith that he has either lost or mislaid the paper that exempts him from attending at the Alien Office every six Months / Eckhardt Martin Mette / Sworn before before me this 28th. (CLEMENT VALLANDIGHAM ARCHIVE). Clement Vallandigham (1820-1871) was an Ohio lawyer and politician who was strongly opposed to the Civil War. Although a Congressman from Ohio, he was a Copperhead who publicly expressed his views. He was, in 1863, convicted by an Army court martial for opposing the war and exiled to the Confederacy.Two letters from the Civil War discussing Vallandingham:a) ALS. 2pg. June 10, 1863. Lexington, Ohio. An autograph letter signed J. Earley, a Dr. Joseph Earley from Ohio, to his brother and sister in Friendship, New York. Dr. Earley wrote: the money came in good time for it short at the time & cannot go to our state convention as I am subpoenaed to attend a lawsuit as a witness on the day of the convention. I was chosen a delegate to the meeting on the 11th Inst. We expect that little Val will be our candidate if he has been banished Sout &c. I told the abolitionist that he was the best commissioner could send South & that they would not ask him to go. So they sent him under the pretense of banishment and that if they had sent an abo [litionist] he would have been& you spoke of the slaughter at Vicksburg & still they slay them there as if they were so many cattle. Another heavy battle at port Hudson. I read the acc & of the peace meeting at N.Y. City. I think that will do. The letter is on lined paper and is in fine condition.b) ALS. 4pg. July 5, 1864. Bermuda Hundred, Va. An autograph letter signed Ezal Bigbee to his family. He communicated: The grand old fourth passed off dry here. There was nothing going on here only our cannons opened on to the rebble [sic] fort but they raised the White flag and they stoppedThe report this morning that Petersburg was taken by old GrantJust tell the rebs there that they [can go] to hell and their heads shaved. The heard that old Vallandigham was there and has had the pleasure of being arrested. If so I hope they will tar and feather him and send him to hell. The letter is in very good condition.

MILES CORBET (1595-1662). Corbet was an English politician who sided with the Roundheads in the English Civil War. He was one of the fifty-nine men who signed King Charles Is death warrant. After the Restoration, Corbet fled to the Netherlands, where he thought he would be safe. The English ambassador has him arrested, returned to England and charged. He was found guilty and hanged, drawn and quartered at Tyburn with two other regicides.DS. 1pg. 7 x 12. August 22, 1648. No place [likely England]. A document signed Miles Corbet, as well as Giles Greene, Wm Earl, Wm Edwards and Geo Snellinge. The document, written during the English Civil War, states: Commissioners Navy It is ordered that sd Commrs of the Navy do give present order for ye ships Tyger & Providence now at ye. It is docketed 22 Aug 1648 C N [Commissioner Navy] forthe Tyger & Providence at Harwich. The HMS Tyger was a Royal Navy frigate, built by Peter Pett II at Woolwich and launched in 1647. Giles Greene was a Commissioner of the Navy from 1642 and the Admiralty from 1645. The document is browned with some waterstains and other minor faults. The American Book Prices Current shows only one other Corbet manuscript selling in the last forty years.
