The National Incident Management System (NIMS) is a standardized approach to incident management developed by the United States Department of Homeland Security. The program was established in March 2004, in response to Homeland Security Presidential Directive-5, issued by President George W. Bush. It is intended to facilitate coordination between all responders (including all levels of government with public, private, and nongovernmental organizations). The system has been revised once, in December 2008. NIMS is the common framework that integrates a wide range of capabilities to help achieve objectives. NIMS defines multiple operational systems, including: The Incident Command System; The Multiagency Coordination System; The Emergency operations center. NIMS is the result of 40 years of work to improve interoperability in management of an incident. In the 1970s, different agencies at the local, state, and Federal levels got together and created FIRESCOPE, which is the precursor to NIMS. Incident Command System and Multiagency Coordination Systems are both part of FIRESCOPE. In 1982, the National Interagency Incident Management System emerged to help make different operational system guidelines applicable to any incident and/or hazard. After 9/11, there was a need for more coordination and clearer communication among agencies, so the DHS started to expand upon FIRESCOPE and NIMS and created the first NIMS document releasing it in 2004. Beyond Initial Response - Second Edition was written to fill a significant gap in ICS training. Responders have to be ready to carry out their ICS position-specific responsibilities, and to be effective they have to know how to operate as part of an ICS organization. This book provides readers with the confidence, knowledge and assurance required to participate successfully as part of an incident management team. This second edition builds upon the original version that was put through its paces by the greatest critics - first responders and students of emergency management. The second edition provides three new chapters: The Area Command, written from the perspective of an Area Commander; a chapter on multi-agency coordination that provides an overview of how multi-agency coordination works from various viewpoints, and new chapter titled Emerging Communications, which introduces the topic of New Media and its potential challenges and benefits to incident management teams. In addition to the new chapters, the section of the book that covers the Safety Officer has been significantly expanded, concentrating on hazard analysis. You will also find some new ''tools'' in the appendixes of the book. These include: Managing Risk, Best Briefing Practices, Sample Instructions to the Field Observer, and Delegation of Authority.
