This Illinois governor (1873-77) rose to the rank of brigadier general with the 8th Illinois Cavalry during the Civil War; a long-time Illinois politico, he held offices ranging from U.S. representative to Cook County sheriff to state senator to lieutenant governor. Partly-printed DS, 1p, 14" X 11, Springfield, IL, 9 October 1876. Very good. Light original folds. Ornate certificate appointing William H. Harlow at lower left. Circular blind-embossed state seal also at lower left. Quite attractive, with a variety of large elaborate typefaces (some with printed red underlining), etc.
