Paperback. Condition: Very Good. 21 x 16", parchment, printed great seal of the War Office at the bottom. States at the top and as part of a blue embossed seal of the War Office at the bottom. Rolled, creased, light soiling else good. Stored in stiff cardboard tube. Lieutenant (later Captain) Thomas N. Gimperling was a 1904 graduate of West Point and served in the Philippines 1906 and 1909-1912. Robert Shaw Oliver was appointed Assistant Secretary of War by President Theodore Roosevelt in 1903 and continued under President William Howard Taft. Oliver was a Civil War veteran who served as a second lieutenant in the 5th Massachusetts Colored Cavalry. He was a first cousin of Colonel Robert Gould Shaw who commanded the first Black regiment in the Civil War, the 54th.

Harkness as 1st Lt in US Corps of Engineers, (lightly) SIGNED AT BOTTOM BY WILLIAM TAFT AS PRESIDENT, countersigned by Stimson as Secretary of War, folds, some minor wrinkles and soil else a nice piece.

Document is paper, approx 13 x 15, browned, with golden paper Post Office Department seal, countersigned by Postmaster General Frank H. Hitchcock, on tine of gold seal creased; matted with photo portrait of Taft, and framed to approx 27 x 21, frame a bit scuffed but still a nice presentation, apart from moderate browning to document. Document is SIGNED BY "W H TAFT" AS PRESIDENT.

Attractive engraved broadside, completed in manuscript and signed by President Theodore Roosevelt and Secretary of War William Howard Taft, appointing Edgar Russel to the rank of major in the Signal Corps. With the embossed seal of the War Department at the bottom, and contemporary docketing near the top edge. After serving as Roosevelt's Secretary of War, Taft would be elected to the presidency himself in 1909. Very nice, mounted and framed for display. Printed document, 19½ x 15¾ inches, completed in manuscript, mounted and framed to 24½ x 20½ inches. Minor soiling. Near fine.
