Harkness as 1st Lt in US Corps of Engineers, (lightly) SIGNED AT BOTTOM BY WILLIAM TAFT AS PRESIDENT, countersigned by Stimson as Secretary of War, folds, some minor wrinkles and soil else a nice piece.

unbound. Condition: very good. Partly-printed DS "Wm. H. Taft", one page, 23" x 19", August 5, 1909, appointing William Heimke "Envoy Extraordinary and Minister to Salvador". Signed at the conclusion by Taft and countersigned by Secretary of State Philander Knox. Oversized embossed Presidential seal is affixed to bottom. Usual folds otherwise in very good condition. American Statesman, Chief Justice of the Supreme Court and twenty-seventh President of the United States.
