Le President) to a celebration for the dual events of the Opening of the Railway and the visit of His Royal Highness le Duc de Nemours. The Mayor, Henri Barbet has signed it. The letter has blanks for the recipients name, in this case M.Le President. 4 page document the other 3 pages blank. My knowledge of French Heads of State is poor, but the internet tells me in 1843 France was ruled by a monarchy, Louis Philippe I , so I am assuming this is for a President of a company. French text and English (online) translation below. l'administration Municipale a cru devoir celebrer par une Solennite Communale, l'heureuse coincidence qui reunit a la fois, et le Fete du Roi, et l'arrivee a Rouen de S.A.R Mgr le Duc de Nemours, et l'Inauguration du Chemin de Fer. Toutes Les autorites seront appellee's, d'apres la loi, a se rendre au-devant Du Prince etc a l'attendre au Debarcadere, ou do it se faire la ceremonie de l'Inauguration. Inquiet de son silence, il lui demande de ses nouvelles.
