Militar, político, diplomático, profesor universitario, escritor y periodista de de origen italiano. Coronel del Ejército Libertador cubano y uno de los líderes del llamado Liberalismo histórico. Ocupó una notable posición en la vida pública cubana durante la primera mitad del siglo XX. Representante a la Cámara por varios períodos, diplomático, secretario de Estado en el gobierno de Gerardo Machado, delegado a la Asamblea Constituyente de 1940. Autor de numerosos ensayos y estudios sobre historia y relaciones internacionales.
