Fidel Valdez Ramos (born 1928), popularly known as FVR and Eddie, was the 12th President of the Philippines from 1992 to 1998. The recipient of the author's inscription is Gareth Evans (born 1944), former Australian Foreign Minister, international policymaker and politician. Evans & Ramos were joint-commissioners on the International Commission on Intervention & State Sovereignty (ICISS). Scarce volume.
