H. Armstrong, Chairman of the Electrification Committee of General Electric Company. In his essay, Armstrong addresses contemporary issues plaguing the American railroad industry. He suggests that the prevailing opinion of the time attributes the decline of the railroad industry to increased cost of labor and materials and a lack of funding. However, Armstrong's main argument is that the problems of the railroad industry have to do more with steam engines becoming obsolete. Armstrong pointedly advocates for transitioning to the use of electric engines. He contends that "our transportation needs have outgrown the possibilities of the steam engine." He succinctly lists the advantages that electric engines have over steam engines. Armstrong cites the disastrous winter of 1917-1918 in which exceptionally cold weather froze steam engines and halted their transportation activities. He contrasts this with electric engines at the time which continued to do business as usual despite the cold weather. Armstrong argues further that the steam engine is "not a good hill climber" and is prone to creating bottlenecks in mountain passes. Armstrong acknowledges the major obstacle of constructing new tracks for electric trains but says that they have the potential to increase daily tonnage capacity in mountain regions. He also says that the electric train can run on water power (through hydroelectric generation) while steam engines require large quantities of coal. He also commends the electric engines for their safer air brakes and highlights their lower maintenance costs. Armstrong then discusses the inefficiency of expended resources in the operation of steam engines. He say that much of the coal and other fuel goes to waste when operating steam engines. He refers to specific examples, such as the Chicago, Milwaukee & St. Paul Railway's use of electric trains, to further back his argument that electric engines provide better transportation than steam engines. …
