En 1920 Roland Meyer, administrateur colonial, fut nommé attaché à la Résidence Supérieure du Laos, puis Chef de la Sûreté et finalement, Secrétaire permanent de la Commission Franco-Siamoise du Mékong. En 1933, il rentra en France pour devenir attaché au cabinet du Ministre des Colonies.
