This book examines the conditions under which the working classes were housed in Britain in the early 20th century, making a case for providing satisfactory homes for the working classes at rents they could afford. The author reviews three divisions of housing conditions: slums, overcrowded houses, and sanitary houses more common among the middle class. The author argues that there is a shortage of satisfactory houses, a problem exacerbated by a 1909 Finance Act. The author explores the reasons for this shortage, including the reluctance of builders to build houses for the working class because it is not a lucrative use of capital and the tendency of landowners to hold out for high prices since demand is inelastic. The author suggests solutions to these problems, including town-planning, increasing the available land supply, especially by improving transit, and giving greater powers to municipalities for the acquisition of land for building working-class homes.
