The elves came from Scotland to New Orleans and had trouble finding jobs until they discovered they could be the lamp lighters of Royal Street in the French Quarter. Each one had his own street lamp to take care of and to live in with the help of tiny spiral staircases. Michael's mother reads a bedtime story to him, but he soon falls asleep and dreams he is outside at night meeting the elves. One has just learned from the book Moby Dick that the sperm oil used for the lamps comes from melting down whale blubber. He is struck with remorse and finds it difficult to keep writing poetry and playing his recorder. This is really too bad because the other elves like his poems and often attach them to lamp posts on Royal Street. They are not happy to find a large Announcement attached to one of their lamp posts without permission. After reading it, they realize a meeting is going to be held at the mayor's office to discuss removing the oil lamps and putting in the new electric lights, which would make New Orleans modern and once more competitive with other 19th century American cities. But that replacement would also throw the eleves out of work. Michael goes with the elves to the meeting and the way the humans and the elves reach a compromise is interesting.
