On aged paper, with the blank reverse carrying unobtrusive glue stains from previous mounting. Folded three times for post…age. Regarding the forthcoming State Opening of Parliament with its debate following the Queens' Speech, the circular (to Members of the House of Commons) reads: 'Dear Sir / I beg to remind you that Parliament will meet on Thursday the 11: Feb.; and as it will be at once invited to proceed to the discussion of important questions I earnestly trust that you will make such arrangements as will enable you to be present on that day. / I beg to remain / Y: faithfully / Arthur James Balfour'.
