Original typescript signed by Williams, probably a retained original since this came from Williams' library. We have not identified Watkins. Williams reports on what he observed during a multi-day rail tour that appears to have taken him to Pennsylvania, New York, Ohio and West Virginia; national defense needs seem to be an important consideration in his observations.
