Miotte studierte in Paris, nahm aber gleichzeitig Malunterricht bei O. Friesz und O. Zadkine. 1948 bezog er sein erstes Atelier und machte Bekanntschaft mit H. Arp, S. Francis und S. Poliakoff. Dank eines Stipendiums für New York fand er Anschluss an die amerikanische Avantgarde mit Meistern wie Mark Rothko und Alexander Calder. Er arbeitete auch in Italien, der Schweiz und in Hamburg. Zudem war er einer der wenigen westlichen Künstler, die in China ausstellen durften. Ein ausgeprägtes Empfinden für Rhythmus und Farbe und der Drang nach Weiterentwicklung kennzeichnen Miottes Werk, das heute in führenden Museen bewahrt wird. Grâce à une bourse d'études pour New York, il rejoint l'avant-garde américaine avec des maîtres comme Mark Rothko et Alexander Calder. Il a également travaillé en Italie, en Suisse et à Hambourg. Il fut en outre l'un des rares artistes occidentaux à pouvoir exposer en Chine. Un sens aigu du rythme et de la couleur ainsi qu'un désir de développement caractérisent l'uvre de Miotte, qui est aujourd'hui conservée dans des musées de premier plan.
