The author argues that the treaty, brokered by President Theodore Roosevelt, failed in its goal of bringing lasting peace, and instead contributed to increased bloodshed and destruction within Russia. The author bolsters this viewpoint by recounting numerous instances of unrest, violence, and economic decline in Russia following the treaty. The author goes on to criticize Roosevelt's motives for intervening, suggesting that he was more concerned with protecting American interests than promoting peace. Ultimately, the book argues that the Treaty of Portsmouth stands as a cautionary tale against international meddling and the pursuit of peace at any cost.
