Comme ils l'écrivent, "ce n'est point à rompre l'unité française que travaillent les décentralisateurs : autre est leur but. Ils ont la prétention d'obtenir que la province, où vivent les quatorze quinzièmes de la population de l'Empire ne soit plus en tout et toujours la très humble tributaire de Paris ; que les citoyens soient quelque chose et que les fonctionnaires cessent d'être tout." Ils soumettront leur manifeste à des personnalités politiques : Guizot, Casimir-Perier, Jules Simon, Montalembert, Prévost-Paradol, Eugène Pelletan, Jules Favre, Berryer, lesquels s'accordent pour blâmer l'accroissement des attributions des préfets réalisé en 1852 et en 1861.
