An anti-immigration article reprinted from The Outlook and distributed as a pamphlet by the Immigration Restriction League, which was formed in Boston in 1893. In his article, Mitchell, who describes himself as a "wage-earner," argues for regulating immigration due to the lack of available jobs for American workers, the high number of immigrants requiring social welfare, and the need for a Congressional investigation "into the effects of immigration upon our National life" (p. 4). Mitchell recommends an increased "head tax" of $10 be imposed, that each immigrant must arrive with a minimum of $25 and transportation fare to a location of employment, and that immigrants between the ages of 14-50 should be able to read a section of the Constitution in English or in their native language.
