Much work was required to establish the framework of State government. The legislature created procedures for selecting presidential electors; enacted fees and costs for civil and criminal cases; regulated slave patrols; enacted incorporations; prohibited vessels from bringing into the Island of Key West any Free Negro or Mulatto; established counties and their boundaries; created pilotage laws, and a variety of other Statutes and Resolutions, including one to remove the remaining Seminole Indians.
