This project is a narration on Friuli Venezia Giulia - the region where the artist was born - that explores the relation between man and the environment through the element of water as described by Nicola Toffolini's drawings and as recounted together with Eva Geatti, actress and performer from Friuli Venezia Giulia. It's a poetic and visionary journey where water, so pervasive an element in this region of Italy, acquires a powerful symbolism and represents, in the artist's almost "hyperrealistic descriptions", the progressive weakening of the concept of nature. The book series The Regulation of Waters and Dragon Cubs is the third volume of the series 'XXI. Artists' Guides', a series conceived and created by the publisher Centro Di together with the artist Giacomo Zaganelli, dedicated to the exploration of the Italian territory through the work of contemporary artists. For every one of the twenty regions of Italy, an artist narrates his idea of the region through his own work, escaping the conventional guidelines to the so-called attractions of the national territory. Every artist has his own voice and his own vision, therefore, except for the format, each book differs from the other and is produced following the artist's idea. This is why we call them Artists' Guides. The twenty-first in the title refers to one last special publication that will summarize this complex endeavor. For every number in the series, there will be a limited version distinguished by a black cover and accompanied by a multiple especially created by the artist.
