Consequently I was asked by the Secretary of HEW to chair a committee to address 'personal privacy'--personal information stored in a computer-based system. The work of that Secretary's Special Advisory Committee on Automated Personal Data Systems and its policy recommendations funneled into the Privacy Act of 1974, which created the seven-member Privacy Protection Study Commission to which I was appointed by President Ford (and served as vice chairman). . . . We functioned for two years and three months and produced a final report and five individually bound appendices. "After Renato Dulbecco discovered that tumor viruses operate by incorporating their DNA into the DNA of host cells, David Baltimore and Howard Temin--independently of one another--discovered that viruses with genomes consisting of RNA can also be inserted into host cells' DNA. This takes place through an enzyme known as 'reverse transcriptase'. The discovery that the information in RNA can be transferred to DNA meant that the generally accepted rule that genetic information was only transferred in one direction--from DNA to RNA, to protein--had to be modified" (Nobel Prize website).
