In this case I therefore make it my duty to transmit it to this imperial and royal government, being unable to ignore that this council of the University will shortly present a proposal regarding in depth examinations, the conferring of academic ranks, and consequent rights, and this in obedience with all that was commanded from on high to my lord the Rector and to the directors of the different faculties; accordingly I abstain at this time from adding any comment on the petition of Mister Moretti, relying entirely on that which the University council, in this matter, will have the honor to place at the feet of this imperial and royal government."
