Um der drohenden britischen Expansion in Palästina, Syrien, Arabien und Mesopotamien übernahm Cemal Bey 1911 das Amt des Generalgouverneurs von Bagdad.In dessen Auftrag sollte Wiegand sollte sämtliche Kunstwerke der besetzten Region ( von Bozanti im Taurusgebirge bis zu der Hidjazwüste ) registrieren, gegebenenfalls sammeln und die nötigen Maßnahmen für Erhaltung, Erschließung und Verwaltung der Kunstwerke einleiten. Die Tafeln zeigen archäologische Ausgrabungsstätten in Aleppo, Amman, Baalbek, Damaskus, Gerasa, Jerusalem, Palmyra, Petra und anderen Orten. Jede Tafel wird von einem separaten Blatt begleitet, das die Fotografien erklärt, mit dem Text in Arabisch und Deutsch. While commander of the Ottoman Fourth Army in the Middle Eastern theatre of the First World War, Ahmed Djemal Pascha (Ahmet Cemal, 1872-1922) devoted considerable energy to documenting and preserving ancient monuments in the territory nominally under his control, broadly Syria, Palestine, and the Arabian Peninsula. He commissioned archaeologist and museum director Theodor Wiegand (1864-1936), then serving as a German army officer attached to Cemal's forces, to establish a permanent force to organise the effort. Over numerous expeditions to remote archaeological sites Wiegand amassed a large collection of photographs, which Cemal ordered to be published in this monumental bilingual publication. The photographs come from various sources and photographers, including Lewis (Hol Lars) Larsson, the expedition of Otto Puchstein, Karl Wulzinger, and Ernst Herzfeld, among others. The sites covered include Jerusalem, Petra, Palmyra, Baalbek, Aleppo, Damascus, Amman, Jerash, and Hegra.
