He commissioned archaeologist and museum director Theodor Wiegand (1864-1936), then serving as a German army officer attached to Cemal's forces, to establish a permanent force to organise the effort. Over numerous expeditions to remote archaeological sites Wiegand amassed a large collection of photographs, which Cemal ordered to be published in this monumental bilingual publication. The photographs come from various sources and photographers, including Lewis (Hol Lars) Larsson, the expedition of Otto Puchstein, Karl Wulzinger, and Ernst Herzfeld, among others.
