Adequate labor was extremely difficult to obtain, and the spray gangs were reduced to two, three, or four men, compared to the six and eight man gangs used in pre-war years. The condition of the county-wide system of ditches, which could not be maintained satisfactorily during the war years, made adequate drainage of many of the salt marshes impossible.
