_____Wickersham/Ak = 1814 _____A progressive proposal to address the exploitation of Bering coal fields in Alaska._____ Advocates that the Federal Government operate the mines, issuing bonds for development, paying a fair wage to labor and selling the coal to pay expenses and dividends to bond-holders._____ Private operations would be allowed only if they subscribed to the same terms._____ Bookkeeping for all mine operations would be done the government. _____ ._____There is no indication of author or date, but the Alaska State Library suggests Benton MacKaye. _____ Undated, but Wickersham (p.112+) shows a spike in the debate over Alaska coal ca. 1910. _____ The first 8 pages are overview of the need, followed by a section-by-section explanation of the bill's provisions. _____ The actual bill is in the last 6 pages. _____ The location is via the printer's bug on the last page._____ . _____ There is a 1" stain to the foredge throughout. _____ WorldCat (05/13) shows two holdings (Ak.State.Lib, Harvard)._____.
